"Democracy and Discipline" is a reissue of the Notchnoi Prospekt album, originally self-released on cassette in 1987.
Notchnoi Prospekt was formed in 1985 by Alexei Borisov and Ivan Sokolovsky, both of whom came from an academic field. The band worked in a wide range of styles - from dance synth-pop to post-punk and industrial, becoming one of the most advanced projects of the Soviet underground. In 1987 the band was joined by drummer Sergei Pavlov and by violinist, keyboardist and vocalist Dmitry Kutergin. From that moment Notchnoi Prospekt completely immersed themselves in industrial electronics combined with psychedelia, noise, free improvisation and absurdism. At first, the audience reacted coldly to such experimental music, preferring earlier material of the mid-80s. However, by the end of the decade the situation changed, which allowed the band to tour and perform at various rock and art festivals throughout the USSR, and even to go abroad.

In 1989 Sokolovsky left the band, taking up a solo career. For several years Notchnoi Prospekt performed and recorded with bassist and keyboardist Alexei Soloviev and guitarist Steve Lothian. Later, in the mid-90s, it became a purely laboratory project, in which various musicians experimented with Alexei Borisov. In 2000 Borisov, Sokolovsky and Kutergin renewed the band as a trio, which was periodically joined by Sergei Pavlov, as well as saxophonist Sergei Letov and guitarist Petr Sokolovsky. The band performed concerts and reissued old material, but in May 2005 Ivan Sokolovsky suddenly passed away. Despite the terrible loss the band continued to actively perform and periodically record albums.

After a long break, in 2017, the label Frozen Light released the new album "Polyurythane" – the first Notchnoi Prospekt studio album since 1993, the style of which is balanced between new wave, industrial and art-core. In 2019 the Moscow label Gost Zvuk reissued the 1987 instrumental work "Health Resorts Of The Caucasus" as a double vinyl album. And now, in 2020, the time has come for "Democracy and Discipline"...

The album "Democracy and Discipline" was recorded and mixed by Alexei Borisov and Ivan Sokolovsky in 1987 in Moscow at the mobile studio of underground producer and sound engineer Igor Vasiliev. The CD reissue is supplemented with two bonus tracks recorded live during the Notchnoi Prospekt anniversary concert at the Rus' club (Secession), 30.01.2004, Vienna, Austria.
